Sh. Rakesh Kumar Goyal joined as Chairperson of Real Estate Regulatory Authority, Punjab on 30th September, 2024. He is an IRS Officer of 1989 batch. He graduated from Jagraon and passed LL.B. & LL.M. from Panjab University Campus Chandigarh. He served as an IRS Officer in Chandigarh and the states of Punjab, Himachal Pradesh, Haryana, MP, Maharashtra, UP and West Bengal at various important positions. He has served as Zonal Director Narcotics Control Bureau, Chandigarh for more than five years looking after the states of Punjab, Himachal Pradesh and Chandigarh with additional Charge of J&K also. He wrote books on NDPS Act in Punjabi, Hindi and English while working as Zonal Director, NCB at Chandigarh. He was appointed TIWB by the Organisation for Economic Cooperation and Development (OECD) for Seychelles in 2018 and worked till superannuation. |

Sh. Binod Kumar Singh Member RERA, Punjab |
Sh. Binod Kumar Singh, IRS (Retd.), is a Member of the Real Estate Regulatory Authority (RERA), Punjab. After retiring as Principal Commissioner of Income Tax in July 2024, he concluded a distinguished career as a 1993-batch IRS officer. His extensive service included postings in Delhi, Bangalore, Kolkata, Chandigarh, SAS Nagar, and Ludhiana, complemented by a brief tenure with Indian Railways.He also played a pivotal role in drafting the Prevention of Money Laundering Act (PMLA) as Under Secretary (OSD) in the Ministry of Finance. In his role as Commissioner (Administration), he managed the Income Tax department's operations across two states, overseeing a workforce of over 2,500 officers and officials. He played a critical role in direct tax assessment and investigation, handling complex cases involving individuals, corporations, government entities, and public sector undertakings. As an appellate authority, he resolved significant tax disputes. During the 2012 General Lok Sabha Election, he was appointed as Nodal Officer for Punjab, where he managed expenditure oversight and prevented unaccounted cash flow. His international engagements include representing India at the OECD meeting in Seoul, South Korea and addressing the Joint International Fiscal Association (IFA) delegates. He also enhanced his expertise through a training course at Duke University, North Carolina, USA. Throughout his illustrious career, Sh. B.K. Singh has contributed to several high-profile committees, including as Convenor of the Committee on Information Security and Data Safeguard, the Committee for Restructuring Central and Investigation Charges, and the Infrastructure Committee for land acquisitions in Ludhiana, Bangalore, and Panaji. Sh. Charandev Singh Maan, PCS (Retd.) is the Secretary of Real Estate Regulatory Authority, Punjab. He has worked with the Government of Punjab in various capacities. He retired as Additional Secretary to Govt. of Punjab. He is a Commerce and Law Graduate. He has received many appreciation letters including the one from Government of Punjab for his outstanding work in the Department of Revenue for preparing "Misl Haquiat" and another State level Special Award for Best Electoral Practices by Election Commission of India. He has also performed duties as Observer with Election Commission of India and has also served as Sr. Administrative Officer in PGIMER, Government of India, Ministry of Health & Family Welfare for one year. After retirement he was re-employed by Government of Punjab as Managing Director, The Punjab State Cooperative Agricultural Development Bank Ltd., Chandigarh. |
